On the afternoon of July 28th, at the 4th session, the Standing Committee of the National Assembly gave its opinion on the direction of amending the 2024 Land Law. The Government proposed 7 key policy groups to improve institutions, unlock land resources, and meet the requirements of socio-economic development in the new period. These policy groups focus on innovating land use planning and plans towards integration and digitalization; improving mechanisms for land allocation, land leasing, and land use conversion to ensure transparency; and reforming mechanisms for land acquisition, compensation, support, and resettlement to harmonize the interests of the State, the people, and investors.
In addition, the draft revised guidelines also focus on innovating land finance mechanisms and methods for determining land prices based on transparent data; expanding mechanisms for efficient land resource exploitation and promoting the development of the land use rights market; accelerating administrative procedure reform, digital transformation, and improving the national land database; strengthening inspection, supervision, handling of violations, and enhancing the effectiveness of state management of land. During the review process, the Economic and Financial Committee requested further clarification of the basis for land acquisition cases serving socio-economic development for national and public benefit; and simultaneously studying the addition of regulations to ensure the legitimate rights and interests of the people, especially in compensation, support, and resettlement.
Concluding the session, the National Assembly Standing Committee unanimously agreed on the necessity of comprehensively amending the Land Law, considering it an important foundation for freeing up resources, improving management efficiency, attracting investment, and creating momentum for sustainable growth. It is expected that the National Assembly will consider policy directions at its first extraordinary session in early August 2026.
