On August 28, the Ministry of Finance organized training sessions for ministries, sectors, and localities on using the software. The system was developed to address the reliance on paper-based reporting for progress tracking and to establish a unified database for management and information aggregation. The software allows units to update information regarding surplus real estate assets—including location, managing entity, asset value, current status, and proposed handling plans. Once a handling decision is issued, information regarding asset recovery, transfer, or utilization is also updated in the system.
According to the plan, the approval of reorganization, handling, and utilization plans for surplus real estate assets must be completed by the third quarter of 2026. Assets identified prior to July 1, 2026, must be fully utilized and processed within 2026.
The Ministry of Finance requires that data entered into the software be complete, accurate, regularly updated, and consistent with other reports—particularly information from the general public asset inventory. If previously reported figures do not match the data in the software, units must review and update the information accordingly.
In the immediate term, this data source will be used to monitor, aggregate, and publicly report on the progress and results of the reorganization, handling, and utilization of surplus real estate assets. It also serves as a basis for the National Assembly's oversight and for evaluating the performance of relevant agencies and units. The implementation of this software is expected to help digitize public asset management, enhance transparency, minimize waste regarding state-owned housing and land, and promote the efficient utilization of public assets during the process of streamlining administrative structures and units.
As policies regarding land management and utilization continue to evolve, businesses and investors need to proactively stay updated on regulations, assess land banks, and identify suitable development opportunities. SDLINK provides investment, planning, and project development consultancy services, partnering with businesses in market research, planning analysis, land bank potential assessment, and the formulation of investment strategies that align with legal regulations and local development goals.
