Promoting Data Creation to Support Comprehensive Digital Transformation

On July 23, 2025, the Government of Vietnam issued Resolution No. 214/NQ-CP on the Action Plan to promote data creation for comprehensive digital transformation.

Objectives:

  • Ensure 100% of national and specialized databases are reviewed, evaluated, supplemented, and standardized according to common standards.
  • Enhance the quality of online public services.
  • Focus on building, connecting, linking, and sharing data among smart operation centers.

Data Requirements:

  • Data must be accurate, complete, clean, live, unified, shared, compliant with technical standards, and ensure interoperability and information security.
  • Heads of ministries, sectors, and localities are responsible for implementation outcomes, with specific criteria to evaluate effectiveness.

Roles of Agencies:

  • Ministry of Science and Technology: Develop the National Digital Architecture Framework, upgrade infrastructure, and coordinate the review of digital transformation funding.
  • Ministry of Public Security: Ensure information security and cybersecurity; appraise, inspect, evaluate, monitor, and respond to cybersecurity incidents for information systems.
  • Ministry of Finance: Allocate funding and appraise investment projects.
  • Localities: Standardize data and implement digital platforms as guided by central authorities.

The Resolution sets comprehensive requirements for data standardization, connectivity, and sharing to build a modern, data-centric governance foundation, enhancing operational efficiency and serving citizens and businesses effectively.
