On the morning of May 6th, Deputy Prime Minister Pham Gia Tuc attended the conference announcing the adjustment of the National Master Plan and regional plans for the period 2021–2030, with a vision to 2050. The adjustment of the plan is considered an important step in reorganizing the development space after the administrative unit restructuring, creating new momentum to achieve double-digit economic growth targets in the 2026–2030 period.
According to the adjusted plan, Vietnam strives to become a developing country with modern industry and high middle income by 2030; maintaining an average GDP growth rate of 10% or more per year, GDP per capita reaching approximately US$8,500, labor productivity increasing by over 8.5% per year, and the contribution of total factor productivity (TFP) exceeding 55%. Science and technology, innovation, and digital transformation continue to be identified as the main drivers of growth. The plan also updates new development drivers, focusing on building an internationally competitive industrial base, strongly developing the service, logistics, finance, trade, and tourism sectors; while promoting modern agriculture along value chains linked to processing industries and rural development.
One of the highlights of the plan is the development orientation of 5 dynamic regions including the North, South, Central, North Central, and Mekong Delta regions; simultaneously forming key economic corridors along the North-South and East-West axes and coastal economic belts to strengthen regional linkages and enhance national competitiveness. The socio-economic zoning system is also adjusted to suit the new administrative unit model, creating conditions for effectively exploiting the potential of each locality.
Speaking at the conference, Deputy Prime Minister Pham Gia Tuc emphasized that planning must reflect an integrated, multi-objective, and long-term mindset, ensuring efficient resource allocation, connecting regions for synchronized development, and expanding future growth potential. This is also the highest-level planning, serving as the basis for adjusting land use planning, sectoral planning, regional planning, and provincial planning, and is an important basis for allocating public investment, attracting private investment, and FDI.
To effectively implement the plan, the Government requested ministries, sectors, and localities to promptly announce and adjust relevant plans, finalize the national land use plan, mobilize resources for strategic infrastructure projects, and prioritize inter-regional and inter-provincial projects. Along with that, the government will continue to improve the legal system regarding planning and land, promote decentralization and delegation of power, and build mechanisms for developing key economic regions and new economic models such as international financial centers, free trade zones, and special technology zones.
The government also aims to further improve the investment environment, promote the transformation of the growth model based on science and technology, innovation, and the digital economy; develop high-quality human resources, improve the quality of education, healthcare, and environmental protection. At the same time, it will strengthen the management of urban and rural development in a sustainable manner, expand international cooperation, attract investment, and effectively utilize free trade agreements to create momentum for development in the new phase. The Deputy Prime Minister called for close coordination among ministries, sectors, localities, the business community, and domestic and foreign partners to effectively implement the National Master Plan, contributing to the successful achievement of socio-economic development goals and enhancing Vietnam's competitiveness in the coming period.
